Availability: The ‘Neon Stardust’ Horizon skin was originally part of the ‘Horizon Launch Bundle’. The bundle was available for purchase in November of 2020. It made a return to the shop during the End of Year Sale in December of 2021.

Never, it was a launch bundle and those don’t return, sorry!
I actually doubt it that it will never return. I am pretty sure they never explicitly stated that it won’t return.
